Radical Democracy

My previously advertised co-authored paper with Gary Bridge, Geographies of Radical Democracy, is now published for ‘real’, in print, in the latest issue of the Annals of the Association of American Geographers. We have been sent a whole load of off-prints of the article – a long time since I have received any of those, it’s quite quaint really. Let me know if you want one!

“There is significant interest in democracy in contemporary human geography. Theoretically, this interest has been most strongly influenced by poststructuralist theories of radical democracy and associated ontologies of relational spatiality. These emphasize a priori understandings of the spaces of democratic politics, ones that focus on marginal spaces and the destabilization of established patterns. This article develops an alternative account of the spaces of democratic politics that seeks to move beyond the stylized contrast of poststructuralist agonism and liberal consensualism. This alternative draws into focus the spatial dimensions of philosophical pragmatism and the relevance of this tradition for thinking about the geographies of democracy. In particular, the geographical relevance of pragmatism lies in the distinctive inflection of the all-affected principle and of the rationalities of problem solving. Drawing on John Dewey’s work, a conceptualization of transactional space is developed to reconfigure understandings of the agonistics of participation as well as the experimental institutionalization of democratic will. The difference that a pragmatist approach makes to understandings of the geographies of democracy is explored in relation to transnational and urban politics.”

Contemporary Political Agency: Theory and Practice

romeA new edited collection has just been publised, titled Contemporary Political Agency: Theory and Agency, and edited by Bice Maiguascha and Raff Marchetti. I have a chapter in it, Political agency between urban and transnational spaces, where I pretend to know about why assemblage theory and actor-network theory might be interesting, amongst other things. The book arises from a workshop held in Rome in 2009, under the auspices of the GARNET programme, an EU 6th Framework initiative, based at Exeter. In addition to all the intellectual stimulation during the workshop, the occassion was also a crash course in how to do Italian food properly, beyond pizza and pasta sauce from a jar. Here is the blurb for the collection:

In light of the changing relationship between the state, the market and the society, it seeks to map both theoretically and empirically contemporary forms of global political agency.

Critical spatial theory: my thoughts

UntitledI was conferencing last week, at the annual meeting of the Association of American Geographers in LA. I was involved in two sessions, the first a panel discussion, organised by Scott Rodgers and Rosie Cox, on the uses of social media by academics, including reflections on how blogging, tweeting, and Facebooking can be used to carve out some new spaces of communication with academic and non-academic audiences. The second was on the theme of ‘defining the contours of a new 21st century critical urban theory’, a series of paper sessions organised by Chris Baker and Justin Beaumont. I presented a paper to the title of Where is the action? in which I tried to articulate some of the problems, as I see them, with prevalent approaches to critical urban theory, and critical spatial theory more broadly, and to say too something about some alternatives ways of proceeding. My paper was an attempt to articulate the whole arc of an argument that links, in my head at least, a series of pieces on urban theory, democracy, on ‘ethics’, on ‘class’, and other themes which I have written over the last two or three years (and have therefore already trailed on this blog), as well as some thinking done while developing an online Masters CPD course on critical spatial theory. So, the paper is rather allusive, shall we say.

Anyway, in the spirit of the first of these sessions, I thought I may as well post up the paper I presented in the second session – it will also be linked on the Things to Read page. This is the written paper which I spoke to at the conference – it has no references, although I imagine it as full of invisible hypertext links to other things I have written and to lots of things other people have written. I guess I’m thinking that since I said this all out loud at the conference, there is no good reason not to share these thoughts with the anonymous audience that may or may not be out there reading this blog – and to share it in much the same spirit as one does a ‘live’ conference performance, as a work in progress, awaiting further elaboration, and open to comments and questions….

Urban discontents

boatsThere has been a flurry of interest in the theme of ‘planetary urbanization’ recently. Andy Merrifield has an essay on the theme of ‘Whither urban studies’, and there is a longer published version of his argument about the contemporary fate of the old-fashioned sounding ‘urban question’ (and Andrew has a new book coming out on all this too, The Politics of the Encounter). There is a video of the workshop discussion of the same theme at theurbanfix. This post also includes a link to a lecture by Neil Brenner on similar themes, re-posing ‘the urban question’ as ‘the urbanization question’ – and outlining some themes from a paper on planetary urbanisation by Brenner and Christian Schmid in a recent collection, Urban Constellations, edited by Matthew Gandy.

My interest in these interventions arises both from some things I have been trying to work on (teach, mainly), and also because I am meant to give a paper in a session at the 2013 Association of American Geographers meeting in a set of sessions on the future of critical urban theory. Reading and watching these and other things are helping me to clarify what it is I might try to say then.

There are some interesting overlaps in the arguments being made across this range of ‘post-Lefebvrian’ urban theory (I just made that up). There is the gesture of noting and then taking one’s distance from the oft-repeated line about ‘more than half the world’s population’ now living in cities, or at least in some type of urban settlement. It’s no doubt sensible to pause awhile about such stylized facts (although the stats about urban population growth might be better thought of along the lines suggested recently by David Runciman in LRB, as representations that enable certain sorts of political work to get done, not just as data to be dismissed as empiricist distractions). The distance-taking involves a move towards a claim about what urban theory can and should do, negatively and positively. It should definitely not, it turns out, presume the adequacy of taken-for-granted, ‘positivist’ understandings of what a city is, or of what counts as an urban settlement more generally – that risks buying into not only out of date notions, but ‘ideological’ ones too. What urban theory should do is burrow down into the ontological – to define clearly what the object of analysis of what-used-to-be-called- ‘urban studies’ actually is, in all its multiplicity-yet-dialectical-unity. It’s not at all clear why any intellectual field needs this sort of philosophically underwritten definitional clarity – other than as a prop to cope with a lack of confidence.

Don’t get me wrong – I think the arguments going on here are, in terms of their content as it were, really interesting: Brenner and Schmid’s theme of concentrated and extended urbanization processes is a really neat way of capturing the dynamics of contemporary spatial processes; Andy Merrifield has a really interesting riff about thinking of so many urban attributes (but I’m not sure we need to think of these as all an expression of a singular substance).

BEIn general, the story seems to be that we should think in terms of processes, maybe practices and strategies too, rather than fixed entities like ‘cities’ or discrete spatial objects like ‘the urban’. I suppose. This is a not unfamiliar argument of course, one made around issues of scale, for example, or indeed pretty much any other concern touched by Theory – personal identity, the state, Capital. I wonder whether this is really all that exciting any more as a claim about what theory can do for us. It is actually rather odd to assume that one needs theory to gain insight into the made-up, enacted, assembled, contingent, flow-like qualities of things that we often talk about and experience as if they were thing-like. And if theory is given this special privilege in the register of revelation, attached to a claim about its ‘political’ significance, then there is a risk of missing some important dimensions about the ordinary ways in which things (cities, states, people-with-identities) configure our lives in manageable, responsible ways (it also risks buying into some hoary modernist notions that somehow ordinary language isn’t quite adequate to capture the processual and relational qualities of live; it is, of course, perfectly adequate for that task, that’s why we have words like ‘process’ and ‘relation’ in the first place, and verbs, stuff like that).

It’s easy to pick holes in definitions of ‘the urban’. If you spend enough time looking at these definitions, you can come away thinking that you are in the middle of a Borgesian fiction, social-science style. Urban can mean:

‘Localities of 200 more inhabitants’ (Greenland); ‘Agglomerations of 2500 or more inhabitants, generally having population densities of 1000 persons per square mile or more’ (USA); ‘Towns, that is, localities legally established as urban’ (Bulgaria); or just ‘Town of Stanley’ (Falkand Islands(Malvinas)).

Borges’ lesson about the arbitrariness of classification was, of course, that the seemingly arbitrary qualities of classifications which lack definitive clarity are best read as an index of specific practical purposes and plans.  I suppose, then, that doubts about the adequacy of some concepts of the urban are really an indication of doubts about the value of the projects of which those concepts are central. Radical urban theory, after all, has been consistently suspicious of ‘applied’ styles of urban thinking, those too closely connected to fields of planning, for example, or development, or even environmental management, where all those clunky concepts of bounded settlements and territorialised objects do their useful work – preferring to identify with social movements, and with more or less concrete imaginations of protest and resistance.

837I have to come to like the idea that ‘the urban’ is really a name for a problem, or for a series or variable problems (not quite the same as thinking of variable ‘attributes’). This is an idea I am stealing for my own purposes from my colleague Allan Cochrane, who develops it in his book on Urban Policy (if one is looking for an authoritative Theory reference, Foucault’s observations in his lectures on Security, Territory and Population about ‘the problem of the town’ might be a fun place to start – ‘the town’ emerges there as a figure for an extended network of dependence and vulnerability to which various agencies seek to respond). Allan, Scott Rodgers and I have been trying to articulate some of the implications of thinking about the urban in this way, partly through an edited collection on the theme of ‘Where is urban politics?’ that might hopefully see the light of day next year. Meanwhile, I have also tried to articulate the same set of ideas while thinking about making an OU Masters course on the theme of Changing Cities intended primarily to translate critical urban theory into a useful resource for those professions who act as key ‘intermediaries’ of contemporary spatial politics (planners, environmental managers, those sorts of people, maybe the occasional ‘activist’). To cut a long story short, I think the point would be that all those various attributes of ‘the urban’ are generative of their own points of political contention – but also that there is more to the variety of urban politics than protest; and indeed, that there is often more to protest than protest (protest is a form of claim-making, after all, of one sort of another). And, finally, that there is no reason whatsoever to assume (or want) this variety of urban-generated-but-not-contained politics to coalesce into anything so coherent as ‘revolutionary politics’ (one of the unacknowledged achievements of Marxist spatial theory is to demonstrate that the universalised agency required of a revolutionary political imaginary is always already, as they say, displaced and deferred).

So I have decided that arguments about the need to update and refine, specifically, to refine, our understandings of urban and urbanization, by posing this issue in terms of a debate about ‘the urban question’ from almost 40 years ago, tell us more about the operative concept of ‘theory’ at work in certain strains of critical urban and spatial theory than they do about how best to think about the meaning of ‘urban’, urbanism, the city, or urbanization. I wonder whether theory is really the sort of practice that has the task of isolating the ontological outlines of phenomena – of ‘the urban’, or perhaps, ‘the political’, from the appearances of town and cities and mere politics (there is of course much the same concept of theory at work in accounts of ‘the political’ as in contemporary discussions of ‘the urban question’, sharing much the same intellectual lineage – not for nothing does the notion of ‘post-political’ attach so easily to discussions of ‘the city’). I wonder too whether theory is really the proper medium for identifying the immanent potential for radical change in current events. Theories are, by definition, always theories of something – which means that any theory is caught in a subordinate relation of accountability to something that it isn’t. Unfortunately, too often this ‘other’ of theory is just assumed to be ‘Politics’ – which means that an overly theoreticist account of theory ends up holding itself accountable to an overly theoreticist account of what counts a proper politics.

So I’m left thinking that what the current state of radical urban theory confirms is not so much that ‘the urban’ is conceptually incoherent, but rather that the model of theory at work in this field needs to be challenged.

New book by David Harvey: Rebel Cities

Between trying to take a day off and teaching overload (at the same time), I have been speed-reading David Harvey’s new book, Rebel Cities: from the right to the city to the urban revolution, bought on a day out in Bath. I know, this is the sort of book you are meant to buy at Booksmarks or somewhere like that, but Bath is the closest place to where I live with decent book shops (Oxford doesn’t count, because it doesn’t actually have great bookshops, apart from Blackwell’s, and the OUP bookshop, both of which are more like academic libraries where you can buy the books, if you see what I mean).

The book is a collection of mainly recent pieces on urban politics, including a long essay on The Right to the City from New Left Review; the long, written-out-in-neat story of the ongoing urbanization of capital that underwrites the financial meltdown of 2007/8 which Harvey’s viral RSA animation lecture covered; and a set of pieces at the end reflecting on recent events such as the Occupy movement, London riots in 2011, and more interestingly, urban politics in Latin America.

It has some familiar limits, shall we say – an aversion to rights-talk when thought of as anything more than a convenient strategic fiction, and a simplistic contrast between ‘individual rights’ (not to be trusted), and ‘collective’ rights (more of these, please). And a tendency to defer the most pressing problems of political analysis to the field of concrete struggle (the word ‘democracy’ doesn’t feature in the index of this new book, which I thought was telling, until I noticed that the index only lists proper names of people and places and movements, which is a shame).

The two most interesting pieces in this new book are in the middle. A neglected essay, from more than a decade ago, analyses cultural commodities from the perspective of the Marxist conceptualization of monopoly rent. I think there is a lot of mileage to be had from this sort of approach, or at least I used to, when I thought more about these things (I think Nicholas Garnham had a similar line once), though it inevitably runs aground on the limits of an account of commodities that still invests heavily in the manly notion of value being derived from living labour in the production process (come in, Carolyn Steedman).

The other piece, perhaps the most interesting in fact, is on the concept of the urban commons. It’s a critical engagement with a notion that has become quite central to certain strands of contemporary left theory and politics, as both a ‘slogan’ and ‘ideal’ we might say. Philosophically, the commons has emerged as a kind of ontological security blanket for the revival of discussions of communism, a sort of immanent presence that just needs to be recognised and embraced – it is a weirdly post-political idea. Harvey suggests that the commons is always likely to be a construct of struggle and conflict, an effect of one form or another of exclusion or enclosure – he proposes the notion of ‘commoning’ as a practice to be analysed and encouraged. He also points out the degree to which the anarcho-inflection of this concept in contemporary thought systematically evades problems related to variations of ‘scale’ (a criticism which could be read, if one wished, as a surrogate for a much broader evasion of the problem of democracy in this style of leftist political romanticism). Harvey is rather sheepish in his suggestion that a little bit of hierarchy might be OK, although this is really just another way of saying that democracy is an art of governing, amongst other things.

Harvey makes use of the ‘conventional’ thinking of Elinor Ostrom in his discussion of the contradictions surrounding issues of commons, which is also refreshing, and another departure from the constrictions of the hegemonic account of this idea that draw on Hardt and Negri and others (he does not, however, go very far down the line of thinking about institutional analysis and institutional design that this reference point might open up). And there remains something rigid about Harvey’s understanding of ‘public’ attributes – public goods and public space are understood as gifts dragged out of ‘the state’ by class and other struggles, a sort of grudging background that might be actively, creatively appropriated by practices of genuine commoning (what Harvey describes as commoning in this respect looks a lot like authentic public action as described by Arendt, which is only to suggest that it might also suffer from some of the same problems as that description, not least a hint of an image of pure action freed of instrumental concerns).

In this account of commoning as the appropriation of already constructed background environments, Harvey’s critical reconstruction of the notion of the commons ends up, then, looking quite ‘conventional’ itself, although not necessarily in a bad way – whisper it, but there is a minor theme in Harvey’s work I think, behind the rhetoric of revolution, that sees left politics primarily in terms of seeking after more just, more equitable distribution of surplus in the here and now (and there’s no reason that this need not encompass more just relations of surplus production). The rhetoric of unified revolutionary transformation is in abundance in this book, certainly, but it is not really supported by an analysis of politics, culture and economics that has so relentlessly, over many years now, demonstrated the dynamics of fracturing, differentiation and contradiction that inhabit any and all forms of human action (the idea of revolutionary transformation might, it seems to me, if you’ve read enough of David Harvey as a geographer, be deeply antithetical to a geographical imagination). The ambivalent nostalgia for social democratic settlements, for failed Swedish promises of surplus transfer from capital to labour and the like, are testament to a radical politics of redistribution that seems unable to speak its own name – it’s present in Harvey’s book about the New Imperialism, and goes all the way back to Social Justice and the City. This minor key is that of a Polanyian radicalism, not a Marxist one.

Geographies of radical democracy

For anyone interested in this sort of thing, I have a new paper, co-written with Gary Bridge, just published on-line in the Annals of the Association of American Geographers, which addresses how best to theorise about the relationship between democracy and geography. It develops the idea of agonistic pragmatism, and the notion of transactional space, and explores how the idea of ‘all affected interests’ may, or may not, provide the grounds for rethinking this relationship. It’s an attempt to expand a little the range of reference points, in geography and related fields, for discussions of ‘radical democracy’. You can access a pre-publication draft of the paper here, and the abstract is below:

Locating transnational advocacy networks: new paper on HIV and AIDS governance

I have a new paper published, online at least, which is always nice –Locating the global governance of HIV and AIDS: exploring the geographies of transnational advocacy networks. It’s in Health and Place, as part of a forthcoming set of papers on global-local relationships in responses to HIV and AIDS. The paper is co-authored with Colin Marx and Abbey Halcli, and is the result of a long process of research (a bit of qualitative, and some numbers), grant writing (shortlisted once, unfunded alpha second-time round), paper drafting, chatting, re-writing, and so on. So, as well as being fun and challenging to work with Abbey and Colin, it also feels like we’ve now got some reward for our efforts.

When we started on this project, I didn’t have children.

The argument of the paper is that cities are important locations for types of politics that aren’t necessarily best thought of as ‘urban politics’, which may or may not be an interesting thing to say. That might depend on who you are saying it to. Here is the abstract:

Over the last two decades, HIV and AIDS have been framed as a “global problem”. In the process, transnational advocacy networks have emerged as important actors, and particular places are recognised as key nodes in global HIV and AIDS governance. Using the example of London, UK, this paper examines how these networks are involved in local articulations of global governance and reveals that ‘global’ processes are inflected by the locations through which networks are routed. The example suggests the need for further analysis of the geographies through which HIV and AIDS is reconfiguring power relations at a variety of spatial scales.

Local Politics III: public life in the digital city

Once upon a time, long long ago, I was tangentially involved, mainly as a researcher of sorts, with something grandly called the Oxford Motor Industry Research Group, which was actually a group of academics with links with shop stewards galvanised in the summer of 1989 by plans to close the car works in Cowley. The group was led by the activist-scholar Teresa Hayter (author of, amongst other things, Hayter of the Bourgeoisie). I seem to remember that part of the politicking around the future of Cowley, which dragged on well into the 1990s, involved plans to transfer all car production to Swindon. The Oxford plant wasn’t closed completely in the end. I, on the other hand, have indeed ended up in Swindon.

Twenty years on, there is a big mini hanging on a wall outside the BMW plant, locally referred to as Pressed Steel (good name for a band). Swindon used to build trains, now it builds cars. Even the major architectural landmarks in the town are car-related: the Magic Roundabout; Norman Foster’s Renault Building (now home to a fantastic soft-play centre for kids); the defunct speed cameras; the switched-off street lights.

What with the speed cameras covered, and the street lights turned off, it’s boy-racer heaven here. Turning things off and failing to gets things to work has become a bit of a signature of recent local council initiatives. In November 2009, shortly after we moved here, it was announced with great fanfare (locally, that is, though it made national news too) that Swindon was to become the first place in the UK to offer free wireless internet to all households. A scheme funded largely by the borough council was to be rolled out across the whole town, apparently, by April 2010. This was hailed by the controlling Tory group on the Council as an innovative public-private commercial venture. “Trailblazing Swindon Council is working with the private sector to make Swindon the first town in the UK to provide free internet access for all its residents”, they said.

Needless to say, things haven’t turned out quite as planned. The deal struck between the Council and Digital City Ltd, the company set-up to develop the free wi-fi scheme, has been mired in controversy from the start. The £1.5million project was leveraged by a loan from the Council to the tune of £450,000, but the loan deal was characterised by a lack of transparency and accountability, related to the specific type of cabinet system adopted in Swindon, which meant the deal was basically signed-off by a couple of senior Tory council leaders.

After countless delays, earlier this year Digital City was dissolved and the leading business figure behind the scheme declared bankrupt, amidst calls for the resignations of the leading Tory councillors who had signed-off on the deal. Meanwhile, everyone is wondering what happened to the money, and whether the loan will be repaid.

This has been the hottest political story in town for almost two years now, and it revolves around questions of proper procedure. The general complaint around the scheme has revolved around the level of scrutiny involved in loaning public money to the Digital City venture. The story has attracted regular attention in the local paper, but has in particular been kept alive by Swindon’s vibrant little blogosphere (you can track the story over two years here and here for example). And it even became a regular-ish feature in Private Eye, here and here, as a model of dodgy local government dealings.

The MP for South Swindon until 2010, Anne Snelgrove, raised the issue in Parliament shortly before the last election, when she lost her seat. She publicly acknowledged the role of local bloggers and websites in subjecting the Wi-Fi deal to scrutiny and making it into an issue (the Tories, meanwhile, complain that the deliberate ‘politicizing’ of the scheme is part of the reason it has struggled to get off the ground, or, should that be into the air?).

The latest twist in the story is the recent announcement that a new investor has been found for the scheme, although just who this is remains a big secret for now. But the Council assures everyone that the money invested in the Digital City venture will be recouped under the new agreement: “The council will also receive a share of the profits from the multinational company which is stepping in to run the new wireless internet system, although for “commercial reasons” its identity is still a secret.”

This is now dubbed Wi-Fi 2 locally. At the moment, ‘free Wi-Fi’ has still yet to be materialised in Swindon.

I like this little local story because of the neat relation it exposes between the promise of everyday hi-tech communication and the dull ‘materialities’ of lampposts (suddenly peculiarly central to political issues in the town), council procedures, and local journalism. But also because it illustrates how ‘new media’ can bring a new dimension, a certain sort of dispersed keenness of scrutiny, to very local issues – Swindon’s public realm these days includes bloggers poring over Council minutes and/or taking the mickey out of local politicians’ promises and excuses.

Local Politics I: Take This Town

Two years into the Swindon stage of my life-long ethnography of the M4 corridor (eight years in Reading, eight in Bristol; where next?), and I’m growing fonder of the place. There is in fact, as my OU colleague Allan Cochrane reminded me before we moved here, a venerable tradition of urban studies research on Swindon – by Michael Harloe in the 1970s (a ‘town in transition’ then, an aspiring transition town now); subject of one of the ESRC Locality projects in the 1980s (Swindon really did have a proper ‘growth coalition’, once upon a time, apparently; and also an active Communist Party); and further work by Martin Boddy and others, who went so far as to suggest that Swindon might be the ‘city for the twenty-first century’. Not quite a ‘school’ like LA or Chicago’, not even the sustained history of case work that exists on places like Vancouver, or Columbus Ohio, or even Durban; in fact, Swindon is not even an ‘ordinary city’. It’s not a city. It’s a town. Very much so, a town.

It’s not a ‘post-political’ town, mind.

There is lots of politics here. And it’s not hidden, it’s quite open, and very much part of a vibrant little local public sphere.

One story rumbling through the local press (OK, the one local paper, the Swindon Advertiser, or ‘the Adver’) is about the plan for the Honda plant on the outskirts of town, one of the main employers and key to the economic success of the town over the last two decades, to build wind turbines on its site. This has aroused opposition from residents living close by to the plant. But the plan is supported both by the controlling Tory group on the Borough Council, and also by the opposition Labour group, on the grounds that it’s important to keep the Honda plant competitive (the Swindon plant lags behind other Honda plants on renewable energy targets, apparently).

None of this is necessarily is out of the ordinary (it fits with the image of local policy and political elites that emerges from those academic analyses of Swindon’s post-war development), it’s the sort of issue one can find all over the place (and it’s likely to become more common if and when proposed changes to planning regulations are introduced).

There is another story running alongside this one, which revolves around Honda’s relationships with UNITE, the union which represents some 1000 ‘associates’ at the plant. For some months, there has been noises about Honda seeking to de-recognise or minimize the influence of the Union at the plant.

The union story in particular has been very publicly sustained by reporting in the Adver, very sympathetic reporting one should say, that led in turn to a story with a slightly different inflection on BBC’s Points West yesterday.

As I say, none of this is terribly novel, although the juxtaposition of the wind turbines story and the union story is revealing of some of the ordinary political tensions that revolve around this kind of locally embedded link in a ‘global’ production system. I have been struck by the quality of the reporting on these sorts of issues in the local paper – which retains a much more obvious ‘civic’ orientation than I remember being the case with the equivalent daily papers in Bristol or Reading.

So, local politics, for local people only perhaps, but lots of it, and you don’t even have to look that hard to find it. No sign of the post-political, not here.

‘From the blogosphere to the street’

Continuing the theme of how to understand the role of new media in helping to explain events in Egypt, the SSRC’s Immanent Frame blog site has two new excellent pieces by anthropologists, which place these practices in broader contexts, written by Charles Hirschkind and Farha Ghannam. Read together, they do a nice job of emphasizing two things: how new media practices like blogging are embedded in wider media ecologies, relating to and reconfiguring other media forms and practices, particularly of news making; and the important relationship between these reconfigurations of media publics and the politics of occupying and contesting urban public spaces.
